I am in the United States, and the only American Express Cards are issued by American Express themselves. I have never heard of another bank issuing them, so I would be a bit hesitant of signing up. Your best option is to read the fine print if they have an application whether it be in person or online. American Express is too well known all over the world for a bank to sponsor their name.

Alot of big banks like citibank,bank of american,HSBC bank,etc., do

issued American Express cards. Each banks have to follow what

the American Express offer plus what ever they want to throw in like,rewards,cash back,ect. So yes,the bank do issued American Express.
